Local Emergency Management Officer (Lemo)

Tweed Shire Council Full Time Contract 6/05/2026

This position chairs and provides executive support to the Tweed Byron Local Emergency Management Committee (LEMC) and supports the Local Rescue Committee and Local Emergency Operations Controller (LEOCON) to maintain readiness of the Emergency Operations Centre. It builds strong relationships with emergency services and functional support agencies across preparedness and response phases and leads the planning and continuous improvement of local emergency management arrangements to strengthen organisational capability and community resilience.

The role also shares chairing and executive support for the Tweed Community Resilience Network.  

Oversees the management of essential services facilities, including RFS, SES, Marine Rescue Point Danger sites, and other Council-controlled emergency assets.

About the role:

  • Lead Council’s local emergency management role as the Local Emergency Management Officer, providing executive support to the LEMC.
  • Build trusted relationships across emergency services, government agencies and the community to drive coordinated emergency outcomes.
  • Develop, test and continuously improve local emergency plans and all‑agency exercises.
  • Maintain operational readiness, supporting Emergency Operations Centres and critical emergency‑service infrastructure.
  • Champion community disaster resilience while operating confidently in high‑pressure and emergency environments, including out‑of‑hours responses.

  • a base salary ranging from $98,191 per annum with competency-based increments up to $113,007 per annum, plus 12% super

We are seeking:

  • Formal tertiary qualifications are not essential where applicants can demonstrate extensive and relevant work experience.
  • Proven experience working collaboratively with emergency services, government agencies and diverse stakeholders.
  • Highly developed communication, engagement and presentation skills, with the ability to educate, influence and resolve conflict in high‑pressure situations.
  • Strong analytical and leadership capability, able to manage sensitive issues, allocate resources and provide sound advice during complex emergency events.
  • Flexible and resilient professional, available to work extended and irregular hours, including activation during disasters and Emergency Operations Centre deployments.

Where it's located:

This position is based in Murwillumbah, and can be directed to work from any Council work site.
