Local Emergency Management Officer

We’re looking for a proactive Local Emergency Management Officer (LEMO) to lead Council’s emergency preparedness and response efforts. In this vital role, you will liaise with local government, emergency services, and community groups to develop and maintain emergency plans, coordinate multi-agency exercises, and support community disaster resilience initiatives. You will also oversee emergency infrastructure, provide strategic recommendations, and ensure operational readiness, including assisting in the establishment of an Emergency Operations Centre during incidents. This role requires flexibility to work outside normal hours when emergencies arise. About the role:

  • Act as the Local Emergency Management Officer (LEMO), fulfilling Council’s responsibilities to the Local Emergency Management Committee (LEMC) and liaising with emergency services, government agencies, and community groups.
  • Develop, maintain, and implement local emergency management plans, subplans, and supporting documents to ensure effective preparedness and response.
  • Coordinate multi-agency emergency exercises, working with the LEMC to design, conduct, and evaluate training scenarios that enhance local readiness.
  • Support emergency operations, assisting the Local Emergency Operations Controller (LEOCON) in establishing an Emergency Operations Centre and maintaining operational readiness.
  • Oversee emergency service infrastructure, managing Council-owned assets used by emergency organisations, providing strategic planning recommendations, and coordinating budget allocations for new or replacement facilities.

We are seeking:

  • A degree qualification in emergency or disaster management, or extensive relevant experience in a similar role.
  • Strong knowledge and experience in emergency management principles, particularly within local government settings.
  • Proven ability to collaborate with emergency services, government agencies, and stakeholders to enhance emergency preparedness and response.
  • Excellent communication and interpersonal skills, with experience in stakeholder engagement, public education, and delivering presentations.
  • Ability to work under pressure, including conflict resolution, decision-making in emergencies, and availability for flexible hours during crisis situations.

This position is based in Murwillumbah and can be directed to work from any Council work site.
