Hornsby Shire Council is seeking an experienced Manager Strategic Landuse Planning to lead a multidisciplinary team delivering strategic land use outcomes that support sustainable growth, liveability and environmental stewardship across the area. Serving a community of approximately 152,000 residents, the Shire spans more than 460 square kilometres and includes a rich mix of urban centres, rural landscapes and river communities.

About the Role

Reporting to the Director Planning and Compliance, this senior leadership role is responsible for providing high‑level strategic land use planning advice and managing the delivery of key planning instruments, environmental studies and strategic projects.

You will lead a diverse team encompassing urban planning, heritage, development contributions and GIS, balancing community expectations, legislative requirements and Council priorities in a complex and highly visible operating environment.

Key Responsibilities

·       Lead and manage strategic land use planning functions, including environmental studies, planning instruments and development control plans

·       Provide expert strategic planning advice to the Executive, Councillors and senior stakeholders

·       Oversee complex and sensitive planning projects within a political and community‑focused environment

·       Build capability through strong people leadership, coaching and succession planning

·       Manage internal and external stakeholder relationships, including government agencies, consultants and the community

·       Drive continuous improvement through monitoring, evaluation and risk management of projects

·       Manage the Branch budget, ensuring responsible financial decision‑making and alignment with Council targets

About You

You are a contemporary and collaborative strategic planner; a people leader you will have the ability to navigate complex planning challenges and influence at senior levels. You should have strong technical knowledge and political acumen, along with an open and approachable leadership style.

You will bring:

·       A degree or postgraduate qualification in Town Planning or a related discipline

·       Extensive experience in strategic land use planning, including Local Environmental Plans, Development Control Plans and contributions plans

·       Proven leadership experience managing multidisciplinary teams

·       Strong stakeholder engagement, negotiation and communication skills

·       Demonstrated ability to manage complex projects, risk and competing priorities

Local government experience and an understanding of the NSW planning framework will be highly regarded.
