This new leadership position has been created to strengthen our operational capability and better align our services with Council’s 2050 Vision. This role plays a pivotal part in shaping a modern, sustainable and community‑focused city by driving excellence across our infrastructure service delivery functions.

About the role 

This is a senior leadership opportunity to oversee the delivery of critical infrastructure services that support a thriving and sustainable city. The role leads a multidisciplinary operations teams across roads, parks, facilities, fleet, and emergency management, driving excellence and innovation in public service.

Key Responsibilities. 

  • Lead operational service delivery across roads, footpaths, drainage, parks, open space, facilities, fleet, depot and store operations.
  • Ensure safe, efficient and sustainable maintenance of all infrastructure assets.
  • Oversee procurement and lifecycle management of fleet, plant and equipment.
  • Act as Council’s Local Emergency Management Officer and support emergency response activities.
  • Drive continuous improvement through innovation, performance metrics and best‑practice frameworks.
  • Provide strategic advice to senior executives and elected representatives.
  • Build strong relationships with internal and external stakeholders to support service delivery.
  • Lead, mentor and develop service managers to foster a high‑performance culture.
  • Manage budgets, resource planning and compliance with legislation and WHS requirements.
  • Oversee commercial partnerships and ensure service level agreements are met.
  • Undertake other strategic responsibilities and leadership commitments in line with the position Description.


About You 

The successful candidate  will be an experienced leader who brings clarity, confidence and collaboration to complex operational environments. 

You balance strategic thinking with practical decision‑making and are committed to delivering services that make a meaningful difference to the community. You build strong teams, communicate with influence and lead with integrity.

We are looking for someone with: 

  • Extensive experience (5-8 years) leading infrastructure services in local government or similar sectors.
  • Proven success managing diverse teams and service areas with a consultative and flexible approach.
  • Strong strategic planning, stakeholder engagement, and change leadership capabilities.
  • Deep understanding of relevant legislation and WHS compliance.
  • A  Bachelor Degree in Civil Engineering, Land Management, Parks, Business, or a related field (with relevant leadership experience). 
  • A current Class C Driver’s Licence.


What’s on offer
We are offering an attractive remuneration from $194,884.60 to $216,134.56 plus 12% superannuation.
